on architecture and information exchanges. Bruce has significant experience
in requirements, architecture, design, development, and project planning of
Inter- and Intranet-based systems. Areas include: business process analysis,
integration, partner facilitation, Business-Centric Methodology (BCM), eXtensible
Markup Language (XML), Electronic Data Interchange (EDI), standards, document/database
management, and Web automation components. Products involve automation

CCOMPLISHMENTS
Subcontracting to DoD Business Transformation Agency's (BTA) Priorities
and Requirements (TP&R) team, supporting initiatives such as Enterprise Standards Team and Business
Enterprise Information Services (BEIS) integration efforts with funds distribution,
human resources, and disbursing. Assisted in modifying the
DoD Business Enterprise Architecture (BEA 5.0) OV-7 to reflect funds distributuion and President's Budget structure. Particular to Data Reference Services to
better handle interoperability challenges with disparate systems, developed
Standard Financial Information Structure (SFIS) Values Library Service prototype
and applied Terms
Service (tm) for the semantic alignment of financial
concepts across the Department. Developed Working Group's charter and supporting group's efforts.
Developed proposed SF-132 XML Schema (and currently developing Common Government-wide Accounting Classification (CGAC) Structure compliant Treasury Warrant) for OMB Budget Line of Business with intent to be used throughout the Federal Government. To enable DoD's BEA
across the enterprise, developed 'Architecture Compliance And Requirements
Traceability' (ACART)
1.0 service; integrating eProcess Solutions' Guide
(tm); Web-based wizard generator, faceted classification,
and Wiki technology. Assisted in configuring team's SharePoint portal site,
webpart integration, and automation tool evaluation and selection. Previous support was within
the Business Management Modernization Program (BMMP)
on the Joint Requirements team of the Financial Management (FM)Transformation
Team responsible for Comptroller and Program Analysis and Evaluation's (PA&E)
portion of the BEA's business rules, activity models, process models, and
segments as well as FM's liason for the BEA's Technology Standards Profile
(TV-1). Assisted in the authoring of SFIS Rollout proposal for transforming
DoD to becoming further netCentric. Other papers include standardization and
integration services requirements in support of DoD transformation. Prior
to supporting the BMMP, contracted to DoD Defense Finance and Accounting Service
(DFAS) CIO's 'Emerging Technologies' team to provide policy and guidance.
Co-developed the Business-centric Methodology (BCM),
a complementary business first approach to current architectures
and methods for constructing a business-oriented infrastructure that transforms
the interoperability problem into opportunities. Performed business information
object identification, XML prototyping, co-developed XML methodology and best
practices. Developed associated information artifacts, e.g. Standard Fiscal
Code (SFC)
in XML to span the enterprise. Prototyped U.S. Treasury - DFAS XML interface
of Fund Group (SFC part A) implementing BCM Templates.
Assisted with developing "Mid-Range
Financial Improvement Plan" per Finance and Accounting Domain
team lead request as a bridging strategy for the domain as BEA gets incorporated
into DFAS. Developed 'Semantic Architectures' presentation
describing methods to align various frameworks, DoD (C4ISR/DoDAF), ebXML,
UMM/UML, Zachman, etc. Developed crosswalk and strategy of extending DoDAF
to include integration components of BCM to provide interoperability artifacts
for federated implmentation of Services Oriented Architecture (SOA) development.
Provided support to business enterprise architecture (BEA) members and presentations/workshop
to DoD Metadata Registry and Clearinghouse. Assisted in the authoring of "GuidOn"
proposal to DoD CIO for transforming DoD to becoming more netCentric; a BCM
Template-based composition service combined with self-adapting navigation
for collaboration. Developed web-based collaborative environment for project
team, including taxonomy, repository, issues base, and calendar. Assisted
in developing prototype
interface between Intuit's QuickBooks and enterprise invoicing system
(Web front-end via XML).
Architecture and technology consulting to DoD contractors in developing
proposals - one winning proposal was $20B; ITES-2S
Consulting to NEON to incorporate XML into their product line to support
MQ-Series Integrator. (see below)
Consultant to Data Interchange
Standards Association - DISA.org on XML/edi strategy and member of the
Collaborative
Services and Store teams. Presented DISA's XML capabilities to Open
Travel Alliance (OTA) and once as a member of Collaborative Services became
interim Standards Manager. Setup architecture group and developed templates
for deriving business objects, transaction sets and their cross-domain choreography.
OTA is comprised of major airlines, hoteliers, car rental companies, leisure
suppliers, travel agencies, global distribution systems (GDS), and technology
providers.
Provided technical management direction of a DLA funded XML implementation
team involving a complex mix of government, contractor and part vendors for
DoD EMall in XML
and wireless proof of concept.
Patent pending on knowledge management technique
for enterprise collaboration incorporating history-of-use search filtering
and channelling
Consultant on Internal Research and Development project in development of
an Electronic Commerce Broker utilizing XML/edi, legacy and database interfacing,
secure access, and proprietary knowledge management system.
Chief Engineer responsible for architecture and technical approach on the
development of Virtual Prime Vendor project; extending SAP Enterprise Resource
Planning (ERP) via XML/edi into a Supply Chain Management (SCM) on-line Internet-based
procurement and strategic Decision Support System.
Assisted with the design and development of an Internet-based
business marketplace. Bringing together private industry, Federal, State
and Local governments trading opportunities for buyers and sellers. RFQ and
purchasing transactions are translated and prepared in various electronic
formats which can be searched, retrieved and processed.
Co-founder of the XML/edi
Group - an ad hoc group which supports the use of XML/edi technology and
tools. Currently assisting in the design of the XML/edi framework and co-author
of "Introducing XML/edi... the E-business framework" and "Guidelines
for using XML for Electronic Data Interchange".
Integral member of design team for a mapping
CASE tool for Electronic Data Interchange (EDI). Helping take the product
from single large customer to OEM and direct sales of more than 1,000 users.
Developed Internet strategy for two corporations. Designed Web page content
and code. Strategy included information publishing, database access, and implementing
corporate functions (Intranet) via the network. To date, there have been over
200 referrals via this sales channel in the first 6 months of operation.
Developed an automated HR resume fax-back system for Maryland DEED. Took
the partnership system to a prosperous commercial endeavor. Created processes
to enable system to provide demographic information to various IP clients;
Newspaper Association, Washington Post and L.A. Times. Responsible for product
development and operations. Approximate project size $1,500,000.
Wrote contracts for consulting vendors, systems requirements and system
specification documents to support the development and design of the Department
of Energy’s New Production Reactor Program's "Decision Support System." System
linked for the first time at the Department cost-based and schedule-based
models, allowing for a more effective program expenditure plan. Savings of
over $2,000,000
Instituted a job awareness program which allowed for increased change control
and document flow definition. This automation allowed for a more satisfactory
operation of daily tasks, group communication of business issues, goals and
objectives within the corporation. Increased quantity & quality of workmanship
of product.
Completed prototype of mainframe migration to an open systems platform for
Federal Emergency Management Agency
(FEMA), successfully planning migration strategy, performing requirements
analysis, tool selection; both hardware and software, and implementation.
Approximate prototype size $500,000.
Designed and developed a series of laser-based particle counters to be incorporated
in IBM’s Very-Large Scale Wafer Fabrication (VLSWF) program. Design was accomplished
in a record two months time. 50 units sold.
On design team in developing the Navy’s first laser-based vision robot. As Product Manager, commercialized
the product and deployed to the U.S. auto industry as a non-contact measuring
sensor for assembly plants.
Brought prototype electronic warfare system from engineering to production.
Responsible for providing engineering support to operations; as well as presenting
QA plans to customer and resulting in new business.

UTREACH:
Mr. Peat has consistently demonstrated his ability to innovate and provide
unique solutions. His solutions to challenges have changed the method which
business conducts commerce today; his perseverance has brought about unprecedented
and successful transformation in both industry and government. He has architected
and brought to market the first declarative business transaction translator
- today this mapping engine is the most deployed and all modern translators
are declarative rather than procedural. In 1997 prior to the XML specification
was complete; he introduced the concept of implementing the use of XML, registries
and templates for business documents. He founded the XML/edi Group, a worldwide
grassroots membership in the thousands to take his ideas to implementation.
Today exchange of business information between collaboration partners with
XML is the norm, and considered an industry best practice. Furthering the
concepts introduced, he was a driver in the development of the ebXML electronic
business framework sponsored by UN/CEFACT and OASIS, coauthoring the architecture,
registry/repository specifications and participating in the messaging group.
Today ebXML is considered the business framework of choice by industry and
many governments. He was co-chair of the OASIS Business-Centric Methodology
(BCM) committee, advancing declarative templates in providing the critical
links between customer, business experts and technical counterparts while
building a solid enterprise information architecture. To assist organizations
in better understanding how to become netCentric, he developed a conceptual
model to aid the transformation toward an environment that fosters emergence.
